As a result of their close relationship developed during the first war, Loerzer was a part of Goering's inner circle in the second war. Early in the war, Loerzer commanded the 2nd Air Corps. He is described by Irving as having been a corrupt and incompetent leader. Later in the war, Goering appointed him as both Chief of Luftwaffe Personnel and Chief of the Air Corps National Socialist League. It appears that his being moved out of command of an active military airgroup would have buffered him from the criticism associated with its failures.
