Some time ago, I heard about a proposal in Germany to reinstate the Iron Cross. What happened to it?

It is my understanding that the Iron Cross must be "reinstated" upon the outbreak of each war for which it is issued (i.e. 1870, 1914, 1939) and that, in the absence of such a war there can be no Royal or Presidential decree to reinstate it today.
