The URL is a complete website address where the image already exists on the Internet (well, the World Wide Web, specifically). The bad news is that this means that the image can't simply be on your computer; it has to be accessible from the Internet before it will show up as part of your message. The good news is that you can put it on the Internet for free. If your ISP doesn't offer you a website as part of your access package, there are lots of free sites available out there. Try geocities.com, xoom.com or dozens of others. You will have to learn how to ftp (transfer) the file from your computer to the site, but there's lots of online help at the sites, and then you can use HTML formatting (that <img src=> stuff) to post the picture.
