Ian McInnes, THE MERITORIOUS SERVICE MEDAL TO AERIAL FORCES (1984, Picton Publishing, Chippenham) cinfirms that 1453 Sergeant-Major Henry Robert Higgins of Camden Town was awarded the MSM for services in Mesopotania. This was announced in the LONDON GAZETTE dated 3 June 1919. Unfortunately, citations did not appear with these awards. However, a recommendation might still be found in Air 1 records, Public Record Office. Awards files were generally grouped by the originating formation. I do not know if there is a file specifically for Mesopotania or the Middle East, but if one exists there is the hope that the original submission is there. If you live in Britain, you are well positioned to find out for yourself. Good luck.

Further to my previous message, you might try to obtain such records of the gentleman as are available on microfilm in records group Air 79, Public Records Office. See http://www.pro.gov.uk/
