Assuming this is a serious question:
MPs don't have to be residents of the district they represent, Congresspeople do.
A vote of no confidence can result in elections in the Parliamentary system, which means there is no guarantee how long any government will remain in power. We know that a Representative serves a 2 year term, and a Senator serves a six-year term.
The head of the majority party in Parliament becomes the PM. The President is elected with no connection to which party may control one or both houses of Congress.
Parliament has 2 houses, one for the commoners, and one for the nobility. Congress's two houses are representative of the individual states (2 Senators each) and demographics (one member for a certain amount of population, which is why districts are occasionally redrawn to reflect population changes).
