Arizona GENERALLY (emphasis added) is gun-friendly, though of course there are always public servants who take it upon themselves to interpret or misinterpret things. I know of a couple of egregious cases, both involving DPS officers (state troopers). One detained a chap on the way home from the range where he'd sighted in some rifles. The cop, who it turns out moved here from New Jersey (!) took offense to seeing so much artillery in one vee-hickle. In another case a trooper detained a youngster for 3 hours, requiring him to stand on the pavement outside his car while the cop and accomplices searched for nonexistent guns. Reason: the kid possessed a CCW but was not carrying. The search was illegal since no approval was granted, but the lawmen had their way. The cop couldn't unnerstan' why anybody would have a CC license and not have a gun. (Neither can I but that's what happened.)
There are parks & stuff with No Guns Allowed signs but some grassroots activism has reversed the policy. A few dozen people carrying openly made the point: AZ has a no-exclusion clause which prevents lesser govt. entities from over-riding state law.
MOST of the cops I know in AZ are very pro-gun but of course I don't socialize with the other kind. They say that the current breed will do what it's told "because the boss is always right." Many/most LE officials want "civilians" disarmed in order to make the cops' jobs easier but the guys (and a couple of gals) I know simply do not understand why anybody would become a cop if he/she isn't willing to undertake hazardous duty once in awhile.

Remember these are the same folks who don't allow sentrys to have a round chambered in their weapon in Beruit while "protecting" our barricks, National Guardsmen to have loaded weapons when deployed during an on going riot in L.A., National Guardsmen to have mags in their weapons at the airport they are supposed to be guarding from terrorists since 9-11, or guards on Navy vessels to have a round chambered when protecting the ship.
Old GI saying:

I walk my post a mile a minute,
And carry my rifle with nothing in it.
