Am I right in saying that RFC/RNAS/RAF squadrons were generally made up of 3 flights of 6 planes plus a CO, therefore having 19 pilots in them? I assume that this wouldn't be the case all the way through the war if it was the case at all, more likely to be at the end. Please correct me if I'm wrong.

Also, what about the German, French and American squadrons? Did they follow similar guidelines or did they have different ways?

In 1918 the RAf increased the strength in the Sopwith Camel fighter squadrons to 24 aircraft, 3 flights of 8 machines. The S.E.5a and Sopwith 5F1 Dolphin squadrons remained at 18 machines, 3 fights of 6. This was due to the production and delivery problems of the Hispano-Suiza 200 hp 8ba engines.
French escadrile de chasse (fighter) were equipped with 18 aircraft. American squadrons were issued 24 machines +1 for the C.O.
German Jagstaffeln (Jasta) strength in 1917 was 14 machines plus 4 spares and 14 pilots. After the institution of the "Amerika Program" in June 1917 which increased the number of Jasta from 40 to 81 by March 1918. They were hard pressed to equip each Jasta with 12 aircraft and pilots. It was rare to find a full strength Jasta.
