You are assuming that the folks that have dial-up have chosen that, and that is very far from the truth in many cases. I live in a small town in a rural area. There are some very real issues in my state with folks getting access to high-speed internet, many areas are only served by dial-up so there is no choice involved.
As for having to use the internet to play the game being a violation, who said that?
