"English red" is an age old red pigment, a reddish iron oxide. This shade belongs to the shades like Venetian red, Caput Mortuum, Indian red or other iron oxide based reds. This pigment can be found in any type of paint, but this one here is from an oil paint series.

Faber Pencils are a brand name, but Faber had a lot of pencils, some of them are water solulable, others not. Some are pastel bases, others are wax based, others are clay based. But as pastel pencils has already been used with success to show wood grain, I think these are from the pastel series also.
