This card must have been written somewhere / sometime (jeudi soir - thursday evening) by Papa (Votre papa qui vous aime bien - Your dad who loves you very much) to his children (Mes beau chéries - My beautiful loved ones).
Probably the writer had this card to hand to write
The card was never send by post (no adressee, no stamp), but probably brought by an acquiantance at the right destination.
