Given the text on this picture 'Saucisse Allemande en observation' this is German obsevation balloon. German national markings (Eisernes Kreuz) are invisible though. It could be that this is a picture made by a French plane of this German obsevation balloon.

I think this is a very rare piece. Pictures of observation balloons are mostly taken from the ground or when in flight from the obsevation basket down. Interesting are all the lines, probably connected to winches to get the balloon down in case of emergency (attack !).
