This isn't for a manned aircraft, is it?

It turns out that for a given weight of aircraft, the power needed to make it fly is quite dependent upon the wingspan. More is better, and this is a fundamental rule.

That limited power and that limited wingspan won't fly a man-powered aircraft.

Also, it's been observed that such small wingspans generally lead to rather significant stability and handling issues.
