Ahem, this is the 1907 Aeroplane of Emile Barlatier and Henri Blanc.

The Precurseurs Aviation website gives a little bit of background to the work of these two men. Of the flying machine in question, the relevant text can be roughly translated as:

In 1906, Blanc and Barlatier conceive without success, the first single-seater monoplane with wings inspired by the bat. The kite is pulled by two propellers driven by a central engine of 14 hp Buchet.
The machine can also be seen on page 10 of this well-researched paper, 1907, l'annee de l'aerostation.pdf, and which dates the aircraft to May 1907.

This newspaper dates from 11 March, 1906 and shows an earlier version of the Aeroplane.

In 1908, they built another flying machine.
