The photo is of Ball. The very well known one of him holding a spinner and taken in the UK.

Again referring to Albert Ball VC by Chaz Bowyer, there are two photos of Albert Ball on page 111. In one photo he is holding the red spinner, and in the other he is holding the souvenir propeller from Nieuport scout 5137. The background of the second photo is clearly the same as that of the first picture posted to this thread which shows Ball holding both the spinner and propeller at the same time.

It must have been a busy day in the developer's studio!
