Since Dave mentioned the Nielsen & Winther, I don't think it's the single-seater Type Aa. But how about the Nielsen & Winther Typ Ab?
This was a 2-seater reconnaisator prototype of 1917 with 90 hp Thulin rotary engine and I'm not convinced at all but it could have been constructed with more conventional Morane-outlines as it is seen here. Type Aa is presented on a few sites in the web but I have no pic of the Type Ab.
As it has no floats it is probably not the Type Ac.
If that's not enough for the ID features, I can only come back to it's Morane appearence and the connection with Thulin (Type M) and the facts mentioned above.
If you will tell again that's far from the clue I must ask if it makes sense to look further for a connection to Morane-Saulnier?

The guy in the rear seat looks distinctly oriental. Anyone know about Siamese or Japanese a/c production in 1917?

A Morane-Saulnier influenced design built in a neutral country during WWI you say?
This has me looking for a photo of the Talleres Nacionales de Construcciones Aeronáuticas (TNCA) Serie D, F or G.

For purposed of this exercise I'll go out on a limb and say TNCA Serie G.
Identifying features: It screams TNCA.

Are we back to the plains of Spain, where the web does not offer much of the elusive aircraft designes?

Do we have here the small "Perojo Biplano del Entrenamiento" with 90 hp LeRhône engine? 
I have not yet listed a spnish rotary powered biplane of 1917 - so it might be a good candidate. But as it is stated José was the finnazier of it, it might have got another designation if it was built in one of the aircraft factories in the coutry.

It's the spanish PEROJO built in 1917 (Madrid)
span : 8,2m ,length : 6,5m max speed 140 km/h

Thanks a lot !
I got my first score without a picture, but I never thought it would happen again.
Does anyone know where it was built in Madrid or can add something of Perojo himself? I didn't found anything in the web, nor something that mentioned he was flying Moranes, what might have been not that unlikely.
