This is a guess, but...
The song Panama was written by Dave Lee Roth as a response to a criticism that had been leveled at him. In that criticism, it had been suggested that all he ever wrote songs about was 'Cars and Girls', which is a popular jibe that has been thrown at several rock performers, as evidenced by Prefab Sprout's Paddy McAloon writing the song Cars and Girls as a dig at Bruce Springsteen. In preparing to respond to that criticism, Dave Lee Roth thought about it and realised that he'd never actually written a song about a car at all. So he did, and that song was Panama, which apparently was the name of a racing car he'd seen. Thus, it's my guess that they decided in the video to include an aeroplane as well, just to really take the 'in joke' a bit further. It may also be that they liked the sound of the aeroplane, since there are engine noises on the track, apparently Roth's Lamborghini, if accounts are to be believed.
Failing that, it may simply be that they thought it looked cool, which it does, and it does in fact sort of tie in with the rest of the video, which has various band members flying about on wire rigs.
