If you look at #13-17 you can see that tube inside the cockpit and it appears to run up to the fuel and air pressure switching assembly. My guess would be that it is either a vent or possibly a fuel overflow. The wood around the tube where it goes through the fuselage is stained so it may be a fuel overflow. The outer end is also positioned where it is out in the slipstream which reinforces the idea that a liquid (only fuel in that assembly) dumps there.
In the TVAL site there is a picture of the back of that panel, but I haven't time right now to look it up.
BTW, in the TVAL site the walkaround photos are gone. Anyone know what that's about?
