Ian McInnes, THE MERITORIOUS SERVICE MEDAL TO AERIAL FORCES (1984, Picton Publishing, Chippenham) cinfirms that 1453 Sergeant-Major Henry Robert Higgins of Camden Town was awarded the MSM for services in Mesopotania. This was announced in the LONDON GAZETTE dated 3 June 1919. Unfortunately, citations did not appear with these awards. However, a recommendation might still be found in Air 1 records, Public Record Office. Awards files were generally grouped by the originating formation. I do not know if there is a file specifically for Mesopotania or the Middle East, but if one exists there is the hope that the original submission is there.
