off phase 2 screen judder problem Fixed?

Hi
I have just got OFF PHASE 2 to run ok on nvidea 7950 gt card, however the only way to cure screen judder is to set proccessor affinty on the shell.exe in the task manager/proccesses to 1 proccessor, is there any way to set this permanently on the shell.exe without going into the task manager or boot.ini file ?
