Campaign Manager does not have any "in-game" effects - outside of certain INI file changes that you can make.
What it does do is allow you to manage various patches more easily.
Now - judging by what I read below I'm not sure if you have it installed right.
So...first off go to this site;

(which has ALL RBII related stuff) and make sure you have the following;
cm11.zip
vbrun300.dll (this goes into your c:/windows/system folder if you are running W98 or your windows/system32 folder for XP - if you get a prompt saying the file already exists then cancel the copying).
Now, unzip cm11 in your Red Baron root directory - be sure you have "use folder names" checked.
Now, go to your Red Baron root directory and run the CM11 executable - it has an English cockade as opposed to RB's German maltese cross. This step actually set's up Campaign Manager.
Finally, right click on the CM11 executable and create a shortcut. Then move it to your desktop. The click on the shortcut and visit the various screens to find out what they do.
Most people open CM first and then Red Baron, using ALT+TAB to minimize RB and go into CM.
