I don't know for sure, and hopefully someone here will come along and can say with certainty, but my impression is that it is a sweetheart pin of an indeterminate era. The reason I say this is I have seen sweetheart pins with that style of background wings - straight across and with the feathers being more of a draping rather than being structured like a bird's wings. Also, the hollow back shows they were made by stamping a thin sheet of silver which is more along the lines of what one would expect to be non-military as they would not be very durable.
The other alternative I can come up with is it could be a hat insignia for a trainee. The US used a large winged propeller insignia before and during the second world war era but the wings on that are the usual ones that you see with a bird's wings structure.
I would appreciate hearing from anyone who know for sure though.
