Outside of San Diego and Ft. Sam Houston in San Antonio (later Kelly AFB, IIRC), were there any training bases for the Signal Corps in Arizona or New Mexico?

If not, were there any army bases in either two states?

Try as I might I can't find anything other than those two for the Southwestern US...

Here's a list of WW1 facilities from U.S. Army order of battle for WWI. I found it in the library under goverment documents.
(New Mex & Ariz listings only)
Fort Apache, AZ
Fort Bayard, NM near Silver Springs,NM hospital
Fort Bliss Target Range, NM Dona Ana County
Camp Cody, NM Inf training
Camp Furlong, NM Columbus,NM some aviation activity 1st and 96th Aero Squadrons
Camp Harry Jones, Douglas,AZ infantry and cavalry
Fort Huachuca, AZ
Camp Stephen Little, AZ
Fort Wingate, NM
Hope this helps a little.
Doesn't look like too much aviation though.

I ask because I am not as of yet...but I know others here are...(I live off of 290....)

I just discovered the website yesterday. I'm working with Bryan Tobias of San Antonio and sending him information on Texas WWI activity. The website he put together is Texaswreckchasing.com.
I'm slowly going through the Houston newspapers as time permits and trying to put together mishap info. But I see the Houston chapter already has something in print that interests me.
I'm going up to Fort Worth to the National Archives on the 14th and 15th to go through some of their things. I understand that their are still some concrete targets leftover from WWI in the Hicks area north of Fort Worth. Taliaferro Field being closest and county maps list it as "Aerial Gunnery Range".
Keep me posted on anything new or on meeting info as that might be something of interest to me.
