The book that Bill mentioned is:
Mémorial des pionnieers de l'aviation 1909/1921, no author, published by ARDHAN (Association pour le Recherche de Documentation sur l'Histoire de l'Aéronautique Navale), September 1998, 444 pages. Subtitled: Brevets délivrés par l'Aéro-Club de France. It is a straight listing by brevet, from 1 to 18666, (Jan 1, 1909 to Dec 31, 1921). There is no index to the names. It gives last name, first name, brevet number and date for all. Until about the beginning of 1915 it gives the country of the individual, their rank, and their service (if military). It also gives the type of aircraft flown for the brevet, until page 227, where it stops with brevet 8776 in the middle of the series for April 3, 1918. Page 328 has the last wartime brevet, nmber 13605, Nov 11, 1918.
I got my copy several years ago from La Maison de Livre Aviation, in Paris. The price on the back is given as 23 Euros.
