Hi Jerry,
What I found on Russian air organization is as follows:
Originally the typical Russian air squadron (otryad) consisted of six airplanes, later this was increased to ten with two more in reserve. Towards the end of the war, some of the squadrons were organised into groups each made up of three or four squadrons. In 1917 these groups and their commanders were as follows:
1st - Cpt. Kazakov
2nd - Cpt. Kruten
3rd - Cpt. Zemitan
4th - Cpt. Kulvinski
Before the introduction of these groups, fighter wings (istrebitelnyi divisyon) were attached to each army. These squadrons could have as many as 6 different types of aircraft, and were sparsely scattered over a very wide front.
