Question Do You Know This Uniform/Cap Badge

Help needed. I have a photo of Granddad early in the war wearing the RFC uniform with Wedge Cap and "Maternity" Jacket. Later in the war an older looking Granddad is wearing a uniform showing a regimental? button. His cap badge appears to be an Observer Corps badge. Does the white cap band signify W. O. rank, or an instructor designation or some kind of security/police capacity? Does someone see anything they recognize?

The pic is too small to see the cap badge or button: but the white cap band could be either a cadet; or an observer/ marshall/ arbitrator or similar on manoeuvres/ exercises.
