I noticed that the page for United States 6 victory ace
Norman Cooper states that his true name is E. S. Tooker. Although the listing for the second ranking US ace
Frederick Gillet with 20 victories does not give his true first name of Francis. Apparently some Americans who enlisted in the RFC/RAF were concerned about violating the Foreign Enlistment Act of 1812 mentioned in S F Wise's book Canadian Airmen and the First World War. The act, if enforced, states in Sec. 4 that violators could be " guilty of a high misdemeanor and shall be fined not more than ten thousand dollars or be imprisoned not more than three years".
I assume this is why these two aces had changed their names when they went to Canada to enlist. Did others give do the same thing as these two?
Was there a known case of some one being prosecuted for violation of this
Congressional Act during WW I?
