Matt, I was not aware of this being stated in any manual. I must read more. It simply made sense to me that both sides would have learned very quickly to do this after seeing the balloons go right back up. This somewhat follows with the theme of the chivalry of the early days giving way to what was practical and efficient.
Bruno's Blue Max adage made for outstanding drama and presents one point of view, but I doubt very many actually saw chivalry as hypocricy. That said, I also doubt the German squadron commanders of 1918 were nearly so gung ho about it.
