WW-I Naval Insignia

I'm trying to identify the rank of Daniel Keyser, Commander's Aide at USNAS Porto Corsini, 1919. Can anyone come up with an answer based on these photos?

He has a right shoulder stripe which could be that of an apprentice, but he also has cuff stripes and he's wearing a web belt which is usually significant.

In this view he appears to have an insignia over the left breast pocket.

The two stripes on his cuffs signifies, he is a Seaman 2cd Class. The white stripe on the right sleeve signifies he is a member of the "Deck Gang". The Web belt and leggings might state he was on a Duty Watch.
