I was able to get the actual declaration given to the owner from the president.
It states that Lawrence Hodge Conner is appointed Second Lieutenant in the Aviation Section of the Signal. It is dated May 17, 1918. It is signed by The assistant Secertary of War, which looks like Brown. Also The Adjunct Generals Office, which looks like P.H. McCain. I did find conformation that puts McCain in this position at that time.
I also think the makings Love, Payne Hazelhurst, Mitchell are all Airfields or bases. So maybe those are the places he had been.
I am still interested if anyone can shed some light on any of this.

You've done your homework. I agree that the
"Love, Payne Hazelhurst, Mitchell are all Airfields" remark.
This could have been posted in the "Memorabilia" Section, but since you may be seeking information about
"The helmet has this written Lieut. L.H. Conner Pursuit Group A Dashing 48 Aero Sqd. Mineola, LI NY.", then this is the right place to search out information on People.
Although some people might find this Thread easier on the Memorabilia forum.
