The cigogne look a lot like the one of spa 167 also called cigogne de romanet

you can now find it on teh Mirage 2000 of the lafayette
so I will guess the pilot was of spa 167
this unit was created in august 18 and scored 10 confirmed kill 8 of them by romanet the other ace of the unit is joseph Guiguet
both of them had both the legion d'honneur and the medaille militaire but Guiguet only have 4 palms and a bronze star to his croix de guerre and Romanet finished the war with 10 palmes and 3 vermeille star so that bring us to the other pilot that have served within the unit
I have copyy the picture of romanet from the ace section of the aerodrome and you see the medal
and other experienced pilot was part of the unit the S-Lt Dumas (francois from N57) quite a few other pilot have join the unit during the war and are potential name for your medal
never the less 7 palmes is quite good so I would have around Sous Lieutenant Francois Dumas
I also know that Esperon du Tremblay and other got a Medaillle Militair (there is picture of him with that medal)
