This was an American pre-war machine, a very early tractor biplane type and I believe the first American aeroplane to have an enclosed fuselage. Noteworthy are the ailerons - they were separate units, carried outboard of the wings and attached to the interplane struts mid-gap. They were not hinged, but apparently rigidly attached to the struts and
warped.
