Early (Pre WWI) Pilots Licenses

Good morning, all. Dated and numbered lists of the fixed wing licenses issued prior to WWI by the various countries are readily available on the net, but can anyone point me to good lists of French licenses for Free Balloon and for Dirigeables? Thanks. Doc
