John, That is a question for the "Chief" engineer. If it was my engine installation, I think I could design the baffling to produce the desired effect. Basically send air from the intake side of the engine to the exhaust side and make sure too much of it wasn't diverted into leakage.
I don't want to completely hijack Pavel's thread so I'll keep it to that.

Here is my gas tank ...
Last time I was posting pictures of this tank, someone pointed out that the oil tank should not be share space with the fuel. The heat fro the oil will heat up the fuel. So in order to salvage the existing tank, Pavel is using that area to make a larger reserve tank. He has closed up the area where the fittings were, and put a couple of holes in the baffel.

I asked Pavel the same thing, Yes they are. he goes back and completes the welds with TIG once he is sure of the fit of all the ajoining parts. you see this also in his landing gear pictures. the first ones look tacked together, then the final ones show them completely welded closed.
