More images if they are of any help. This is from an unknown RFC craft shot down March 1918. Quality of the assembly is well, ... sloppy. The rolled edge over the wire on the panel is also rather crude.

Users be advised that the tools listed are specifically for canvas, leather and other fabrics. DOT does not recommend any of their cutters/dies for metal work.

Am checking with McMaster Carr for suitable metal punches.
