Looks like camouflage on a French Nieuport Scout.
The pattern is busier than I'm use to seeing.

At first it looked like water stains, but it's only confined to the sides and upper surfaces I imagine.

I agree, it,s some kind of weird camo color. I don,t think you will ever find out what actual colors were used on this aircraft.
