Can,t really see the front of it. if some one here could find out who these guys are it would help.

The navy guy from WW1 was an navy observer and the man on the other picture was an army pilot. I can't be the same person.

I tried to find out who the navy officer is too, but without success.
The ottoman war medal is not documented and without any details it is not possible to identify him.

It would help if the ribbons on his ribbon bar can be identied.

Good day all... using AI software freely available online I did a facial comparison check one site said 47% the other 27% both use different algorithms of facial comparisons but the point is neither had great confidence in a match... finally using https://www.familysearch.org/discovery/compare/similarity_rating
it said 29% so I'd say they are not a match...
